231201. Welcome
Chairman to welcome councillors and visitors to the meeting; to remind visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
231202. Apologies
To receive councillors’ apologies and reasonsCllrs Spurrier, Poskitt and PC Nicholas wood. The council resolved to accept the apologies for the reasons given
231203. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s).None declared
231204. Minutes of previous meeting
- Councillors to discuss and resolve whether to accept the 9 November minutes as an accurate record of the meeting.
- The council discussed and resolved to accept the minutes as a true record and Chairman signed.
231205. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors.
231206. Administrative Matters
Resignation of Cllr D Mackay and Co-option of Mr D Kent Cllr Heard proposed and Cllr Grayson seconded that Mr D Kent be co-opted as a councillor. Cllr Kent signed the acceptance of office which the clerk countersigned.
Tree on Moor Lane – now reported via the North Yorkshire Council (NYC) website.
231207. RFO’s Report on current balances and payments – at 27/11/2023 current account £13936.20

Funds received – 2nd instalment of precept £4787.50, now reflected in current statement details above

Action clerk to investigate further regarding opening a new bank account with HSBC regarding co-signatories.
231208. To receive reports from:
- County and District Councillors – none present
- Any other representatives – Police, CEF etc..PC Wood sent a report of incidents in Stutton. Council discussed the report.
231209– Planning – no applications at time of agenda preparation
Decisions – none at time of agenda preparation
231210 – Matters ongoing
Underpass Lighting – ongoing. – previous parish clerk is still receiving invoices and other correspondence. Council discussed and resolved that the clerk should ring direct to discuss.
Website Upgrade – Cllr Heard will be absent for January. Cllrs Heard, Spurrier and Kent are going to undertake the training in February.
Former Cllr Birchall no longer has access to the current website, Cllr Heard to post November and December minutes.
Action clerk to report the graffiti, dead trees etc on the NYC website..
Action clerk to obtain the definitive map of the public bridleway from NYC.

231212. Village Hall Update
Due to Cllr Spurrier’s absence no village hall report.
Commemorative plaque – discussed and resolved to check the situation with Cllr Spurrier. Also to consider in the future establishing a “roll of honour” for such residents.
Clerk to obtain an up to date electoral roll.
231213. Councillors’ Forum
a)To take any urgent points of community interest and/or concern from Councillors. No decisions may be taken at this meeting on any items raised here. Clerk to make notes for future reference. Cllr Catt reported that the blocked drain has still not been cleared on Maltkiln Terrace, Church Crescent, bottom of Weedling Gate.
