Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at
19.30 hrs on Thursday, 12th September 2013 at Stutton Village Hall
Present:- Cllr. Fawcett (Chair), Cllr. Aarons, Cllr. Wrigglesworth, Cllr. Heard.

NOTE meeting was suspended at 19.40hrs during item 13074 and reconvened at 20.00hrs to accommodate the address to the Parish Council as recorded below.
Address by Rural Housing Enabler – Selby Council
Following her Email request to address the Parish Council, Sarah Hall (Rural Housing Enabler at Selby Council) explained her role and outlined the requirements to undertake a housing needs survey to determine if there is a need for affordable housing within the Parish. This followed an approach by an agent, on behalf of a landowner, regarding land in the village that may be suitable as a “rural exception site” for new affordable houses.
Cllr Fawcett stated that the Parish Council had previously advised that they did not consider that
there was a need for affordable housing within the Parish, with Cllr Wrigglesworth stating that he was now aware that such a need might exist. The Parish Council confirmed they would liaise with the Rural Housing Enabler (rather than being left on the outside, and unaware of, any survey undertaken by the Landowner), reviewing proposed survey details, questionnaires and attending explanatory meeting/s aimed at providing further information and understanding. The Parish Council confirmed they would provide the Parish Notice Board and Website as a means of communication with Parishioners.

13073 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary and extra ordinary Parish Council meetings held 11th and 25th July 2013 having been read, were signed as a true record.
13074 PROGRESS REPORTS –
Cllr Wrigglesworth reported on the planning training undertaken with YLCA in July 2013 advising that course had been very informative and many areas were covered including timely response of observations to planning applications. Clerk to ascertain if observations returned to SDC planning department later than original due return date would be disregarded, despite the planning officers agreement to extend date of return.

13076.3 YEAR END ACCOUNTS AND AUDIT. The following item raised by Internal Auditor was actioned:-
Openness and transparency on disclosable pecuniary interests (DCLG) –
Cllr Fawcett confirmed that she had discussed this matter with Selby Council and the Parish council had reviewed the response from the Yorkshire Local Council’s Association, which conveyed advice from the National Association of Local Councils. It was agreed that section 7d (Code of Conduct of the Standing Orders) would be amended accordingly to include a paragraph dealing with Parish Councillors actions in relation to any disclosable pecuniary interest.
13076.4 Nat West Bank. Additional Mandate information completed, with yet more customer information in relation to issues such as money laundering requested by the Bank.
13076.5 Budget 2012/2013. Clerk to prepare interim update Summary of receipts and payments to September 2013 to enable Parish Council to discuss any forthcoming requirements in line with the 2014/15 budget.
13076.6 Completion of Annual Audit. Clerk notified Council of letter from external Auditor re charge for additional information provided over and above Auditors requirements. Parish Council considered this information to be complimentary supporting documentation and requested Clerk to respond expressing their disappointment and dissatisfaction, which would be taken into consideration at the time of appointment of the next external auditor.
13077 PLANNING–
13077.1 The following application (1) was discussed: –
Erection of 2 No. Stone gate posts to match existing Stone gate post – Holly Tree,
Church Lane, Stutton
Resolved: no observations
13077.2 Action: To note the following granted planning decision: –
Erection of a Single Storey extension to the rear, and a porch to the front – Paddock House, Manor Road, Stutton. – Granted ( 3 conditions)
13077.3. –Parish Councillors had not visited to Owl House, Green Lane, to review planning compliance with regard to the drive and planting/screening layout. This would be reviewed
at the next ordinary meeting of the Parish Council
13077.4 Parish Council had previously discussed development of any proposed plan of action concerning their general disappointment in relation to SDC’s disregard of the Parish Councils comments under proposed planning applications/non compliance, and thereafter SDC’s limited enforcement of detailed plans, layouts and agreements under approvals. As requested Clerk had contacted SDC Community Officer and enquired if he would he would be willing to arrange a meeting with representatives from adjacent Parish Councils and SDC planning department, to ascertain if these problems exist throughout other Parishes. SDC Community Officer, Mr Kris Capperauld advised that he had contacted the planning department and was still awaiting a response, before he in turn responded back to Stutton Parish Council. Clerk to contact SDC Community Officer again re response from Planning Dept.
13078 FREEDOM OF INFORMATION – Action: Parish Council conducted annual review of existing document and procedures. Cllr Birchall and Clerk had updated this document and circulated to the Parish Council for review, with updated version accepted at the meeting. Parish Council will place Freedom of Information documents on the Parish website.
13079 PARKING ON GRASS – MILL LANE/WEEDLING GATE–
Parish Council agreed no further action required at this time.
13080 PARISH COUNCIL WEBSITE – Action:
Cllr Heard asked if Domain name had been found to enable operation of email from clerk@stuttonpc.org.uk currently under website, to Gmail . Clerk to investigate and
provide Cllr Heard with details.
13081 HEDGE AT BEECH TREE CROSSROADS – JUNCTION Clerk reported that Traffic Management Control Engineer (north yorks) had respond and requested further details re problem in order to conduct investigation. No further response, therefore clerk to contact Traffic Management Control Engineer re progress.
13082 FENCING AROUND BEECH TREE – Parish Council to discuss at next meeting.
13083 20 MILE PER HOUR SPEED LIMIT WITHIN VILLAGE- Parish Council to discuss proposed document prepared by Cllr. Birchall, at the next meeting.
13084 REQUEST FOR MEMORIAL BENCH ADJACENT MAISONETTES, ASHTREE WALK –The Parish council contacted Selby Council to confirm ownership of the land of the proposed site of the bench, along with details with regard to any specification and standards required by SDC. SDC Community Officer confirmed council ownership, but advised that after consideration of the request they would not be able to give permission to place a bench in this area, as the Council would have responsibility for Maintenance and replacement if damaged. Clerk to Contact Mr.Randerson .
13085 AFFORDABLE HOUSING SURVEY
Parish Council and confirmed that they would act in accordance with details, as recorded in the Address by Rural Housing Enabler – Selby Council, above
13086 DOG BINS – Clerk to contract Grimston P.C re request for a Dog bin at the Grimston side of the beck on Mill Lane, as there is no suitable position on the Stutton side.
13087 BUS SERVICES- National Questionnaire re reduction in Bus Services received and to be reviewed at the next meeting

Cllr. Fawcett to investigate into the possibility of a group fuel/oil purchase scheme in order to obtain discounted rates for heating fuel.
13090 The next ordinary meeting of the Parish Council was confirmed as Thursday, 10th October 2013 at 7.30 pm.
