240401. Welcome
Chairman to welcome councillors and visitors to the meeting; to remind visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
240402. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. – apologies received from Cllr Spurrier, PC Nicholas Wood
240403. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). None declared
240404. Minutes of previous meeting
Councillors to discuss and resolve whether to accept the 20 March minutes as an accurate record of the meeting.
Chairman signed the minutes as accepted.
240405. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors. No MOPs present
240406. Administrative Matters
Vandalism/graffiti in underpass – reported via the NYC website and to PC Nicholas Woods by clerk. Further graffiti has occurred, Cllr Catt to take photographs and forward to clerk for further reporting.
240407. RFO’s Report on current balances and payments – Revised as up to date statements received after posting of the agenda, at 27/03/2024, current account £11845.77

- County and District Councillors – Nothing to add to the section regarding Brant Lane below.
Reports from residents regarding non-collection of green bins.
- Any other representatives – Police, CEF etc.. Clerk has circulated the PC’s report and the council has read all the information.
240409– Planning

240410 – Matters ongoing
Magnolia Tree (Queen’s Diamond Jubilee) – Cllr Catt reported that this has unfortunately now died. Cllr Catt to investigate options.
HSBC bank transfer – Clerk apologised but this has not yet been done
Brant Lane – further complaints from residents regarding riding/cycling/walking and conflict with neighbours. All information has been passed on to Cllr Poskitt, who in turn has liaised with Highways and Paths departments in NYC. The Parish Council requested that NYC write to the MOP with their decision when it is made and to copy Stutton Parish Council.
The second issue is the “kerbing” that has been installed, this has also been reported to NYC and Highways
Old London Road Quarry Application No NY/2018/0009/FUL – reply from Sam Till circulated by clerk
Website Upgrade – update from Cllr Heard. Due to personal circumstances, not as much progress has been made as had been hoped. Training has been arranged for the 16th April.
Speed Activated signs – written update from Cllr Spurrier. No progress to date on this as he is awaiting a reply from Tom Jenkins (NYC) with any advice re guidance on planning for VAS signs.

240412. Village Hall Update
Finance
The financial position of the VH remails largely unchanged since the last report. Awaiting money transfer for one of the successful grants and two grants being considered have been passed to the next stage of the process. We will know whether these have been successful later this month for one of them and in June for the other.
Refurbishment Plans
Cllr Spurrier has received written confirmation from SSOB that they are content with the refurbishment plans shared with them on condition that the proposed roofing material be changed from square profile sheet to corrugated profile sheet, to remain in-keeping with the original roofing material. This change has been agreed. It is hoped the refurbishment work will start at the end of May/early June.
Events
Tuesday socials continue to be well attended.
A Spring BBQ is planned for Sunday 5th May 2pm to 5pm, advertising has begun for this event
A Scarecrow competition has been proposed this year and volunteers to help organise/judge it are
being approached.
A Village Litter Pick is to be arranged for the Autumn, seeking support, as with previous events, from
North Yorkshire Council
A Summer ‘Olympics’ BBQ planned for August is on hold whilst the VH&SSC seek a suitable site to
hold the event as the VH will be unavailable due to refurbishment work.
The next VH&SSC meeting is Thursday 18 April 2024, 7.30pm.

Cllr Heard reported a damaged dog waste bin near Woodlands, clerk to ask Keith to investigate whether it can be repaired.
