Chairman to welcome councillors and visitors to the meeting;to remind visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
230402. Apologies

230404. Minutes of previous meeting
- Councillors to discuss and resolve whether to accept the 9 March minutes as an accurate record of the meeting.
- Chairman to sign the minutes if accepted. The council resolved to accept the minutes and the Chairman signed as accepted.

Clerk to report on progress regarding SOs. – Clerk has passed on the SOs to Cllr Heard for posting to the new website.

230408. To receive reports from:
County and District Councillors – Cllr Poskitt reported the transition to the new unitary authority had been uneventful. She reported that there is a review on speed limits and there has been input from the councillors to that review. Work is underway on the Community Network with surveys on wants and needs being carried out. Cllr Poskitt’s locality budget is now open again.

Applications received:2023/0080/FULM Demolition of a former petrol filling station and its replacement with a highspeed electric vehicle charging station with canopy above (Sui Generis) and thereuse and restoration of the former Little Chef to provide a cafe with a drive thrufacility (use class E) together with landscaping and associated works
LOCATION: Land At Former Little Chef, Bramham Cross Roads, Stutton – no observations from the council.

Application by National Grid Electricity Transmission (NGET) for an Order granting Development Consent for the Yorkshire Green Energy Enablement (GREEN) project Planning Act 2008 – Section 89 and The Infrastructure Planning (Examination Procedure) Rules 2010 – Rule 8 and 9 |
The development is not within the Stutton boundary. The impact of the project on Stutton was discussed and it was resolved that this would be minimal.

Dispute over Bridle path /Brant Lane – Cllr Poskitt reported no progress with the situation being ongoing.
230411. Correspondence received –
Email from MOP expressing concerns over use of birdscarers. The email arrived too late to be fully discussed, so it was resolved to carry on to the next meeting to allow councillors the opportunity to investigate.
230412. Village Hall –
Report from Cllr Spurrier re Village Hall matters. Bookings are picking up, specifically parties, healthy bank balance but there has been a hefty energy bill. The chairman of the VHC is investigating grant opportunities. Recent events have been well attended. 3 Warm space sessions have taken place, the chairman is seeking further funding and it is hoped that the sessions will continue taking place. Local businesses have helped support the sessions. Stutton Rocks was very well attended with much positive feedback. Towton Battlefields was also very well attended. The social committee is looking at various other events. The Easter egg event was well received. Planned events include the family BBQ for the King’s forthcoming coronation. The council agreed in principle to fund a coronation flag. There are plans to review and set up a joint new website for the VHC and social committee.

b) Items for the next agenda. To take any points from Councillors for inclusion on the next agenda.
230414, Grit bins – update from clerk- . Council discussed and authorised payment to Keith. There have been difficulties in accessing the area where the undergrowth is to be cut back, weather has been an issue as well. Some work has been carried out. Action clerk to contact contractor to confirm the work when the conditions are appropriate.
