Present: Cllr D Birchall (Chairman), Cllr P Spurrier, Cllr C Heard, Cllr E Catt, Cllr E Collins.

Chairman welcomed councillors to the meeting.
201202. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. Apologies received from Cllr Mackay.

To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). None declared.
201204. Minutes of previous meeting
Councillors to discuss and resolve whether or not to accept the 12 November minutes as an accurate record of the meeting.
Resolved to accept the minutes as an accurate record and clerk to sign the minutes on behalf of the Chairman.

201208. Planning
Applications received: Council to discuss and resolve comments on any applications received.
2020/1301/DOC – Discharge of condition 03 (materials) of application allowed at appeal APP/N2739/W/20/3254635 (2019/1167/FUL) Proposed erection of an agricultural barn at Home Farm, Paradise Lane, Hazlewood, Tadcaster, LS24 9NJ.
No observations to be made.

201209. Matters ongoing since the last meeting
Underpass – new contract requested from Npower but no response as yet. Clerk to pursue.
Church Lane footpath – Overhanging trees referred to Highways and awaiting response. Clerk to chase.
Speed limits – Chairman has received information about electronic speed signs. The issue was discussed but such signs might be considered out of keeping with the village. Clerk to invite Simon Ashby (Highways) to the January meeting to advise on traffic calming possibilities.
Road markings – Mill Lane passing place is wrongly marked as a layby – awaiting Highways correction.
Children and road safety – Cllr Collins wondered if we could spend some funds on a park as a possible alternative play space. The difficulty is the lack of open space in the village. it was resolved to ask the VHC to consider a park being situated behind the Village Hall.
Memorial Stone – clerk has obtained a quote for a brass plaque. Cllr Mackay has offered £350 towards costs. Action clerk to obtain a quote for a cast bronze plaque.
Grit bins – after consultation with the council, the clerk has asked K Tillett to maintain levels.
County Council Reorganisation – awaiting further consultations in 2021.
Website (accessibility regulations) – Cllr Heard has circulated a document in which he reports on his assessment of the relevant areas needing addressing. The council resolved to explore the option of employing a specialist firm to update the website and address the issues.
Telephone box – the responsibility for installing the shelving has now passed to Dave Kent.
Parish notice board – deferred pending completion of the telephone box fitting.
Rural housing – The rural housing officer has been in touch regarding next steps – which would be to identify relevant sites. Clerk to contact the RHO and ask him to liaise with Cllr Heard to arrange a site visit.
Clerk’s IT equipment – YLCA were contacted and the clerk was redirected to their website – not found to be helpful. Action clerk to obtain quotes from regular suppliers.

Tadcaster Fire Safety Clinics – information regarding a drive through clinic posted to the website.
201211. Village Hall
Report from Cllr Heard re Village Hall matters. The Christmas tree has been installed.
