Minutes of the Meeting of Stutton cum Hazlewood Parish Council held on 13 February 2020 at 19:30 in the Stutton Village Hall.

200201. Welcome
The Chairman welcomed councillors to the meeting and noted that Cllr Wrigglesworth has resigned from the Parish Council due to work pressures. The council wished to express their thanks for all his hard work for the Council and the parish.

To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the room for the relevant item(s). None declared.
200203. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors –
No public present but Cllr Spurrier passed on the concerns from a MOP regarding a letter concerning CCTV coverage. This had not been received by the MOP. The clerk confirmed that the letter had been sent on 19/12/19 and will resend via recorded delivery.
200204. Apologies
To receive councillors’ apologies and reasons for absence. Apologies were received from Cllr Mackay.
200205. Minutes of previous meeting
Councillors discussed and resolved to accept the 13 January minutes as an accurate record of the meetings. Chairman signed the minutes as accepted.
200206. To receive reports from

- NY County Councillor – not present.
- SD Councillor – not present.
- Any other representatives – Police, CEF etc. – none present but the clerk to request crime figures from the police and invite attendance at the April meeting.

200208. Planning
Applications received: Council to discuss and resolve comments on any applications received –
2020/0110/HPA Proposed erection of a single storey extension to the side elevation creating an enlarged kitchen at Sunset View, Brant Lane Stutton.
Council resolved to make no observations subject to compliance with the Village Design Statement.
2020/120/MAN2 17 Weedling Gate.Non material amendment of 2019/0342/HPA Placement of wrought iron gates and erection of sandstone wall to a lower height than the current hedge.
The Council wished to observe that the gates erected are materially different in design and construction from the original plans permitted by SDC, and strongly reiterated its concerns regarding the positioning of the gates, stressing the potential dangers of a vehicle arriving at the property with the gates closed forcing the driver to stop on a blind corner close to a road junction.
Any updates on London Road Quarry. The application is now expected to be considered by the North Yorkshire Planning Committee on 31 March 2020.
Decisions –
2019/1189/CPP Lawful Development Certificate for single storey rear extension and small alterations to side forming downstairs toilet at 9 Weedling Gate, Stutton – Permitted.
2019/1200/HPA application for new aerial – Permitted.
Request for electronic applications update – the council resolved to request electronic applications for a trial period and then review the situation.

- grit bins – councillors to check the positioning of the bins and to see if there is sufficient supply.

- Website (accessiblity regulations) – the council resolved to assess other websites and report back at the next meeting.

200212. Village Hall
Report: From Cllr Heard re village Hall matters –
A new Chairman has been elected. New curtains have been donated and installed. A new kitchen has been donated and is awaiting installation.
