MINUTES OF STUTTON CUM HAZLEWOOD PARISH COUNCIL MEETING held on Thursday 8th February 2018 at 19:30 in the Stutton Village Hall.

180201. Welcome
The Chairman welcomed Councillors to the meeting.
180202. Declarations of interest
No declarations of interest were received.
180203. Public Forum
To receive comments on agenda items and matters of community interest from electors’ present. For information only; clerk to note comments; no discussion between councillors and electors.

180204. Apologies
To receive councillors’ apologies and reasons for absence.
It was resolved to accept the apologies and reasons for absence from Cllr Birchall.
180205. Minutes of previous meeting
Councillors discussed and resolved to accept the 11th January minutes as an accurate record of the meeting, The Chairman signed the accepted minutes.

Any other representatives – Police, CEF etc. – none to report
Progress reports – to give updates on on-going projects:
Cllr Kent reported on costs for disposal of illegally tipped tyres, the council discussed these costs. He reported on his attendance at the Tadcaster CEF board meeting – concluded that parish councillors would find the forum meetings more informative. Grants may be obtained for specific projects. Query whether to apply for funding for the telephone kiosk project. Cllr Kent resolved to attend the next Tadcaster CEF board meeting.
It was discussed and resolved that Cllr Spurrier assess the 20 is plenty situation in Barkston Ash.
County Councillor – brief update on broadband access. Run off of topsoil onto Fanny Lane. It was discussed and resolved for Cllr Fawcett to speak to the contractors about moving the top soil to put into Cllr Fawcett’s quarry.
Police Commissioner was invited to attend a DC meeting, discuss local crime figures. Cllr Mackay gave a brief report on this and of the some local crime incidents. It was discussed and resolved to obtain local crime figures.
District Councillor – the District Councillor was not present.
180207. RFO’s report on current balances and payments
The clerk reported that she still had no access to bank statements and the cheque book. This made it impossible to report on the following items
a) Current balances
b) Payments to be made at this meeting
Sally Loaring Cheque no.
c)Any other invoices received since agenda preparation
None
d) Payments received since the last meeting
None
e) It was discussed and resolved to obtain necessary documents from Sally Loaring as a matter of urgency in order to produce an up to date report.
180208. Planning
Applications received:
Application to build a first floor extension over existing kitchen/dining room at 7 Hawthorn Close Tadcaster. – no objections.
Decisions received: 16 Woodlands Avenue – granted. Hawthorns, Church Lane Stutton – granted.
Update on planning issues: There were no updates for the council to discuss.
180209. Parish Clerk salary and contract
Discuss pay grade – to be discussed in Part 2.
180210. Parish Clerk Training
The clerk reported her successful registration for the basic clerk training. Cheque to be written at the next meeting. The chair recommended the clerk attend networking meetings.
180211. Payroll procedures
Update and discussion of payroll procedures and organisation to deal with the administration. It was resolved for the clerk to give the necessary authority (on behalf of the parish council) for Autela to act on behalf of the council’s payroll.
180212. Fly tipping of tyres
Action by parish clerk – the tipping was reported to SDC. Cllr Heard reported that they had now disappeared.
180213. Correspondence received
Clerk reported on Request from local resident for update on dog poo bins; discussed and resolved to action asap.
180214. Action taken since the last meeting under the clerk’s delegated powers
Notification of precept sent to SDC.
180215. Village Hall
Update from Parish Council representative on the Stutton Village Hall Committee – there has been a meeting of the committee. It was reported that due to the lack of turnover, it does not qualify to be a charity. Action Cllr Fawcett to re-send her response to village hall committee representative.
180216. Councillors’ Forum
a)To take any urgent points of community interest and/or concern from councillors. No decisions may be taken at this meeting on any items raised here. Clerk to make notes for future reference.
b) Items for the next agenda, maps for boundaries for grass cutting and dog poo bins. It was discussed and resolved for the clerk to contact Tadcaster to find out where parish map was obtained from. It was resolved that the planning application for Wild Briar be discussed at the next meeting.

Council to agree date, time and place of next meeting – 28th February 7.30, to replace the 8/3/18 meeting.
