The Council resolved to accept Cllr Fawcett, Cllr Heard and Cllr Metcalfe’s apologies.
170205. Minutes of previous meeting
Councillors discussed and resolved to accept the 12th January minutes as an accurate record of the meeting, The Chairman signed the accepted minutes.

III) SD Councillor – Don Mackay – Advised that the lack of a 5 Year Plan by planners at Selby District Council made the area vulnerable to exploitation by developers and puts villages at greater risk of development.

V) Progress reports – to give updates on ongoing projects – No report.

170209. Speedwatch
20 is Plenty campaign:
The Clerk received a response from Barkston Ash Clerk advising a member of the Parish Council campaigned for this and has forwarded her email to him. The Clerk followed up before the meeting and is awaiting a response.
Illuminated Slow Down sign:
Tadcaster Town Clerk advised that the illuminated sign is from NYCC and that an approach should be made to Highways for more information.
Cllr Mackay suggested that it may be possible to implement the Speedwatch campaign if appropriate hard standing can be created on Moor Lane. Clerk to investigate.
160210. Buses serving Stutton Village
Cllr Birchall advised that he is awaiting assessment following bus station re-opening in Tadcaster.
170211. Speeding on Garnet Lane
Clerk emailed Gary Lumb to chase up and is awaiting response.

170212 Grass cutting on verges where rare wild flowers are found
The council discussed the quotation to remove tress and manage the verges where rare wild flowers are found and resolved to contribute £750 to the costs for the work needed, leaving an outstanding balance of £500 to be found/raised through sponsorship or fundraising. This will not prevent the works taking place as these are time sensitive and need to be done by 24st March 2017 which is the start of the “growing season”.
Signage was discussed but it was felt this should be brought up again once the ground works have been done and additional sponsorship/funding secured. Yorkshire Wildlife Trust and Jackdaw Quarry to be approached for sponsorship.
Keith Tillett suggested he may be able to sponsor one of the signs.
170213. Update on dog poo bins
Cllr Wriggleswoth has chased SDC again and is awaiting a response.
Cllr Mackay suggested liaising with Tadacster Town Council on how they had theirs installed quickly.
The Council discussed and resolved to put in an additional bin at the top of Fanny Lane as Fanny Lane once again is littered with Dog mess. It was discussed and resolved to request a Green one for Fanny Lane and a red one for the underpass which needs to be installed.
Cllr Wrigglesworth to follow up.
170214. Phone Box Adoption update
Clerk has written a piece for the Stutton Standard asking for suggestions for uses for the Red Phone Box. Cllr Mackay advised that Wighill has a library. Towton has a Library/book exchange and other suggestions included a History Point for local walks etc.
Clerk to investigate if power will still be available.
170215. Underpass lighting update .
Clerk to follow up with Highways England and Npower and report back at March meeting.
Quotation needed for the gates.
Clerk to follow up with relevant contact at NYCC.
170216. Banking update
Cllr Spurrier has been in the bank and was advised of a different process to that outlined by the Bank at the last visit.
Clerk to clarify with Nat West what is required and feed back.
170217. ‘Battle’s over” – A Nation’s tribute
The Parish Council discussed the information supplied and resolved to be a part of these important celebrations.
The Clerk clarified the terms of the group involved which is a “Working Party” including Cllrs Herd, Spurier and a member of the public.
Keith Tillett agreed to look at a Beacon design for the village and potentially a site for it once a drawing is submitted by Cllr Spurrier. An update to be submitted next month.
170218. Correspondence received
• Tadcaster and Villages CEF and leaflets re support with energy bills for old folks letterboxes – Clerk to distribute.
• Costs for information boards for wildflower verges – in future once flowers through and ground works complete.
• YLCA Branch meeting – Selby 8th February – not attended.
• Selby Parish Nurses – information and request to circulate – It was discussed and resolved not to update the website with this information.
• Consultation on Countryside Access from NYCC – forwarded on email – notice board.
Council discussed the initial consultation and it was resolved that the Parish Council to put in a comment at the next meeting once it has been reviewed by all Councillors.
170219. Action taken since last meeting under clerk’s delegated powers
1. Ongoing dispute over lighting (Clerk to resolve).
2. Fly tipping signs – received no response from Towton. Clerk wrote again in January. Clerk to write again.
3. Gary Lumb correspondence – awaiting a response following a chase email sent at the end of January.
4. Kissing Gates – Mark Gurney is looking into having them (or chicane) reinstated. Awaiting a response.
5. Piece for Stutton Standard – this has been written and circulated to Councillors for comment/approval. Cllr Birchall advised that it had been discussed and resolved previously that pics and bios/CVs should not be put on the Stutton PC website but that this should be looked at again. Clerk to write a piece on Councillors and circulate for comment.
170220. Village Hall
Report: From PC Deputy Chairman re village Hall matters including:
the Parish Council discussed and resolved to manage interim Village Hall management via a temporary working party consisting of Cllrs Heard, Spurrier and Wrigglesworth.
The Parish Council had met with David Gluck to resolve the Village Hall management and formation of a Committee.
The PC discussed and resolved to accept the proposal of £168.75 and use composters for any green waste from the Village Hall.
The Council discussed and resolved to request a grit bin for use in front of the Village Hall and in particular the steps.
Agreement of administration fees for Village Hall administration.
A request has been made by Playgroup to install a phone line to the Village Hall. It was discussed and resolved that this is a good idea and Cllr Spurrier is available to attend a meeting at the Village Hall with BT to discuss.
Playgroup requested that some mould on the ceiling in the main hall be addressed.
Accounts:
a) To note monies received and those that have been paid for the Village Hall. The Village Hall accounts were circulated.
b) The PC discussed and resolved to pay Sue Dunham £75 for time spent on managing the administration of the Village Hall @ £25 per month.

Moor Lane – This is becoming very messy with discarded rubbish.
Grass Cutting contract and tender – Clerk to circulate existing available contract ahead of the next meeting.
