240101. Welcome
Vice Chairman welcomed councillors and visitors to the meeting; he reminded visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
240102. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. – Prior apologies received from Cllr Heard
240103. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). Cllr Spurrier declared an interest in the planning application for Paddock House. No other interests declared.
240104. Minutes of previous meeting
Councillors to discuss and resolve whether to accept the 14 December minutes as an accurate record of the meeting.
Chairman to sign the minutes if accepted.The council resolved to accept the minutes as an accurate record and the Vice Chairman signed as accepted.

240109– Planning
ZG2023/1273/HPA , Erection of porch to front elevation
LOCATION: Paddock House, Manor Road, Stutton. Cllr Spurrier excused himself from the discussion as he has declared an interest in the application.
The council discussed the application and the materials used. As the proposal meets the local design statement and surroundings, the council resolved to have no observations.

240110 – Matters ongoing
Underpass Lighting – update from clerk. Npower could offer no explanation as to why Mrs Smith had been receiving correspondence but their record has now been updated to show the current clerk’s contact details and under no circumstances to send anything further to Mrs Smith.
Website Upgrade – carried forward as Chairman away. Discussions took place regarding the information on 2commune received from YLCA. Cllr Grayson has done some interim research and reported that SLCC could provide a website for a much lower cost. It has not yet been confirmed if the council will be able to transfer the website to Cuttlefish.
The council also resolved to contact the administrator of the current website to reinstate former councillor David Birchall and possibly other members of the council. Action clerk to contact the administrator and also Towton PC. Action Chairman to give demonstration of the new website at the next meeting to ascertain and assess the new website.
Speed Activated signs – update from Cllr Spurrier. Cllr Spurrier is submitting a grant application to the Police, Crime, Fire Commissioner with a view to purchasing VARs. Solar powered, programmable etc and gather data which will support the council’s case for installing them.Costs are estimated at around £6000 which is the amount requested as the grant. The council resolved to support Cllr Spurrier’s application. Action clerk to check with Highways regarding signage for road closures due to flooding.

240112. Village Hall Update Clrr Spurrier gave his update from the Village Hall and Social Committee.

Finance
The VH finance report has not been updated but will be in advance of the AGM.
Grants
The British Gypsum grant/materials donation has been progressed. A survey and estimate of the
work needed to make safe/maintain the VH has been carried out and as a result of this and estimate
of £25k of materials has been identified to British gypsum. This includes the need for work to be
carried out on:
– The roof – replacing old asbestos cement sheet
– The floor – sealing and preventing damp ingress
– The outside structure – repairing damaged supports
Clearly, we would seek to engage with our landlord about this work before starting anything.
We are awaiting news on a further grant from North Yorkshire, the deadline for a decision is 24
March, which, if successful, will help significantly in renovating the VH.
Other work
VH fire inspection has been carried out, 2 fire extinguishers required replacing. VH is asking if
payment for these can go via PC, so that the VAT can be reclaimed?
Events
The Christmas event went well with 20 children meeting Santa and receiving gifts (selection boxes).
The remaining selection boxes were donated to martin House.
The PC donation of £100 was gratefully received with £50 going towards the tree and £50 going
towards the children’s gifts. Formal note of thanks to PC from SVH&SC.
There was no New Years Eve event due to lack of take-up.

The regular Tuesday night get together continues with good support for local residents.
The council resolved to fund the cost of the 2 new fire extinguishers required by the fire inspection.

Cllr Catt requested that the memorial plaque be actioned and discussed at the next meeting.
Cllr Spurrier reported a concern from a member of the public regarding roadworks/ground work on Green Lane by RJC Plant Services.
