Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.30 hrs on Thursday 10h July 2014 at Stutton Village Hall

14029 DECLARATIONS OF INTEREST – To receive and record any declarations of personal, prejudicial, and dis-closable pecuniary interests. Councillors with prejudicial interests must leave the room for relevant item(s). Cllr Birchall declared a prejudicial interest in relation to item 14034.2
14030 MINUTES OF PREVIOUS MEETINGS –The minutes of the ordinary Parish Council meeting held 12th June 2014 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes, were accepted.

10433.4 Grass cutting contract – Consideration of renewal deferred pending an overall review of grass cutting throughout the Parish.
14034 PLANNING The following Planning Applications were discussed :-
14034.1 Outline application for demolition of existing building and erection of 3 bedroom detached dwelling with integral garage, at St Aidens Church Stutton.
Stutton Parish Council stated that they were concerned that the proposal had no relevance to the existing Church, and in no way reflected the character of the existing building. Clerk to forward observations to Planning Officer.
14034.2 – Erection of a single storey extension to form entrance vestibule and replacement of existing main roof construction to form first floor bedroom and bathroom accommodation with associated dormer windows, Derryvene, Brant Lane, Stutton.
Having declared a prejudicial interest in relation to this item, Cllr Birchall left the room and returned to the meeting prior to the commencement of item 14034.3
The Parish Council stated that the scale and mass of the application appeared excessive, and found it difficult to visualise as the full extent of this development was not marked on the drawing, with all details of the previously approved extension work (still to be constructed) being omitted. The Parish Council had no further observations.
14034.3 Building consent for retention of retractable canopies and fixed shutters at ground floor level until no later than 31 December 2014, Hazlewood Castle Hotel, Paradise Lane, Hazlewood. Permission refused – Parish Council reviewed response from SDC Enforcement Officer following their request to ensure details under planning requirements were undertaken. SDC enforcement officer confirmed that these details should be actioned by January 2015.
14035 PARISH COUNCIL WEBSITE – Clerk had provided spreadsheet update of receipts and expenditures for year end for both Parish Council and Village Hall. Chairman provided signatures of acceptance, details will be placed on the website. .
14036 CHURCH – Clerk to contact YLCA to ascertain if legal assistance can be provided to confirm ownership of the site, and ascertain if any previous owner had bequeathed St Aidan’s site to the village, as per unsubstantiated claims by various residents. Cllr Wrigglesworth to pursue this matter.
14037 UNDERPASS LIGHTING – NPower have provided a new agreement to include cost for electricity timer, in addition to lighting. Clerk has asked for details of any potential cost increases.
14038 CORRESPONDENCE – To note the following items of correspondence for information:
NYCC letter re charges for disposal of rubble, hardcore and plasterboard.

14039 COUNCILLOR’S REPORT AND ITEMS FOR FUTURE AGENDA – No new reports this month.
14040 The next ordinary meeting of the Parish Council was confirmed as Thursday 4th September 2014 at 7.30 pm. No ordinary meeting in August, with the requirement for any extra- ordinary meetings to be notified by Clerk.
