170601. Welcome
The Chairman welcomed Councillors and public to the meeting.
170602. Declarations of interest
There were no declarations of personal, prejudicial and disclosable pecuniary interests.
170603. Public Forum
Three members of public were present.
The new Treasurer of the Village Hall Committee, Gill Wood requested that the current signatories to the Village Hall bank account resign so the new signatories can be set up. Gill will send a letter to signatories and the Bank to instigate this.
Two members of the public raised concerns that actions requested from SDC and NYCC were not beiing followed up. Particular concern was raised over actions concerning Highways actions and Garnet Lane and comments relating to Planning applications. It was resolved that the Clerk will send an email to Nigel Smith at Highways and cc Gary Lumb about all the outstanding points raised by the Parish Council over the last six months.

170605. Minutes of previous meeting
Councillors discussed and resolved to accept the 11th May minutes as an accurate record of the meeting. The Chairman signed the accepted minutes.

170608. Planning
Applications received:
2017/0442/OUT 8/70/214/PA Outline for demolition of existing bungalow and outbuildings and erection of two detached dwellings at The Hawthorns, Church Lane, Stutton. The PC discussed and resolved to make the following comments: This is a complex an hazardous junction and that the current layout does not take sufficient account of the volume of traffic which may be dangerous. The Parish Council therefore would like Highways to consider this as part of their observations.
2017/0304/HPA Chantry Lane No plans have been received for this application by the Clerk. Clerk to chase up. Chantry Lane application – paperwork not received
Decisions received:
2017/0301/HPA/ 8/70/213/PA Proposed Conservatory to the rear of 13 Garnet Terrace – Approved. The Parish Council resolved to make no further comment.

170609. Speedwatch
Cllr Spurrier reported that there was a positive response particularly from residents on Mill Lane/Weedling Gate to taking forward the 20 is Plenty campaign. Support and action is needred which Cllr Spurrier volunteered to coordinate. It was commented that Bolton Percy has recently adopted a 20mph limit. Council resolved to look into the details of how this has been implemented.
160610. Buses serving Stutton Village
No specific progress to report. It was discussed and resolved that Cllr Mackay is to email Mary Welsh at Passenger Transport as the bridge and bus stations are now operational and should not be delaying a statement on Stutton’s requests for further services through the Village.
170611. Speeding on Garnet Lane
Clerk wrote to Gary Lumb requesting sign of 40mph again in May. No response received. It was resolved that the Clerk to write to Nigel Smith to escalate the issue.
170612 Grass cutting on verges where rare wild flowers are found
A local resident has been approached by local Police requesting that he refrain from cutting verges during the growing season. It was discussed and resolved that the PC write to Pauline Hogg to request action plan for approaching sponsors for grass cutting costs and signage. Cllr Metcalfe suggested that it would be appropriate to approach the CEF to fund signage. It was resolved that the Clerk would follow up with an email to Pauline Hogg outlining this.
170613. Update on dog poo bin
The Clerk has a call scheduled with SDC on Monday 19th June to progress.
170614. Phone Box Adoption update
A number of ideas were suggested: ·Walks resource – maps, guides etc ·Village Shop -Cakes, bread, eggs etc ·Defibrillator It was resolved that the Clerk find out if/when telephony equipment would be removed and any limitations on use.
170615. Underpass
Lighting: There is no update this month. It was discussed and resolved that the Clerk should follow up on outstanding actions and report back.
Kissing Gates: A verbal quotation was received by the Council for installation of the gates. It was discussed and resolved that Cllr Mackay should contact Gary Lumb to investigate that Highways should put back the gates that were removed previously.
170616. Banking update
The Parish Council discussed and resolved to change to Barclays Bank and adopt Internet Banking as soon as possible. Clerk to set this up as soon as possible. Clerk to inform Stutton Village Hall Treasurer.
170417. ‘Battle’s over” – A Nation’s tribute
A cost is still outstanding for a Beacon. The organising body have not supplied further information to report and the working group will report back as soon as information becomes available.
Cllr Spurrier gave his apologies at 20.31 and left the meeting.
170418. Tipping on Moor Lane
Clerk wrote to Gary Lumb requesting soft barriers to informal laybys to be checked to make sure they are still functioning correctly. It was discussed and resolved to include this item in the email to Nigel Smith.
170619. Broken footpath sign at the top of Fanny Lane
Clerk contacted Sharon Fox at Highways Area 7 to get the sign fixed. Awaiting response and timescales. The Clerk to chase up on this action.
170620. Parish Council seats
The Clerk reported that there are five seats on Stutton cum Hazlewood Parish Council.
170621. Voting protocols for Chairman
An existing Councillor wishing to stand as Chairman must be nominated and seconded by separate people. • The same person can nominate or second more than one Councillor. • If there are two candidates nominated and seconded a debate is to take place and a vote taken on a show of hands with the current Chairman having a casting vote in the event of a tie.

170623 Action taken since last meeting under clerk’s delegated powers
·ongoing dispute over responsibility of the lighting for the underpass and underpass lighting.

170624 Village Hall
Cllr Heard reported on the first meeting of the Village Hall Committee. 1. The Committee was elected 2. Cllr Heard was unsuccessful in his bid to become Vice Chairman and it was noted that all elected roles are occupied by members of Stutton Social Committee 3. There is an additional meeting next week to carry on progressing business 4. The PC thanked Charlie Heard for volunteering 5. Cllr Metcalfe advised that Tom Jenkinson from Stronger Communities has been given funding to create a network of village hall groups with the vision of delivering mutual support. David Gluck been advised.

70425 Councillors’ Forum
a)To take any urgent points of community interest and/or concern from Councillors. No decisions may be taken at this meeting on any items raised here. Clerk to make notes for future reference ·It was noted that Mill Lane hedges are very high and causing obstruction to see around the sharp bend. As a danger to traffic Cllr Wrigglesworth offered to contact Linsey Lockwood ·
A verbal quotation for installation of “kissing gates” at Underpass from Cllr Wrigglesworth was receivevd. Keith Tillett’s quotation is £300. Cllr McKay is approaching Highways with a view to reinstating the gates. ·
Hedgerows at the Village Crossroads have been cut.

The Clerk resigned from the Parish Council and thanked the Council for their support over the last year or so. The Clerk will actively look for a replacement along with Councillors to start in September 2017.
