220301. Welcome
Chairman welcomed councillors to the meeting.
220302. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. Apologies received from Cllr Collins. The council resolved to accept the reasons given.
220303. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). None declared.
220304. Minutes of previous meeting
Councillors to discuss and resolve whether or not to accept the 10 February minutes as an accurate record of the meeting. The council resolved to accept the minutes and these were signed by the Chairman.
220305. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors. No members of the public present.
220306. To receive reports from:
- County and District Councillors. Cllr Mackay has reported the blocked drain on Malt Kiln Terrace and will chase up Highways about the incorrect road marking on Mill Lane.
- Any other representatives – Police, CEF etc. None present.
220307. RFO’s Report on current balances and payments

d) Application for grant from Cllr Mackay’s funding. Clerk has now received the paperwork and application signed by Chairman and Clerk.
e) Council resolved to accept report and payments; Chairman initialled bank sheets & invoices.
220308. Planning
a) Applications received: Council to discuss and resolve comments on any applications received.
2021/1315/HPA – Consultation on planning application for a rear extension at 17 Hawthorn Close Tadcaster. The council discussed the application.The issue of the nearness of the wall to that of the neighbour was raised but other than that, no other observations.
No other applications at time of agenda preparation.
b) Consideration of Leeds East Airport proposals – It appears to be a tidying up and nothing more. The council had no further observations to make on the application.
c) NY/2018/0009/FUL – Old London Road Quarry – the clerk has passed on the response from NYCC to the council. The applicants have been granted an extension until 30 April 2022 to submit the outstanding environmental impact assessment.
d) Decisions:
None at time of agenda preparation.
220309. Matters ongoing since the last meeting
- Underpass lighting – Cllr Mackay has been in touch with Highways who are going to investigate whether the supply can be diverted to a different source.
- Speed limits – report from site visit by Cllr Heard. NYCC representative has stated that no chicane is possible and that our only choice is to have a speed sign which flashes the speed. The cost would be approx. £3.5k. Action clerk to send speed survey to local community police officer and to contact YLCA regarding reducing speed limits.
- Website upgrade – Cllr Heard attended the training and will update the website accordingly. Action all councillors to pass on their comments regarding the beta website asap.
- Telephone box – Cllr Spurrier reported that costings and measuring have been done and that estimated costs for both are £200. The notice board will also be moved as part of the refurbishment to enable better access. The council unanimously agreed to authorise this payment.
- Parish notice board – see above.
- Rural housing (response from RHO) – clerk has circulated the response from the RHO. The council resolved to ask the RHO to go ahead with checking the current demand and also to explore if any local developers would be interested in taking it on.
- Clerk’s IT equipment – clerk has circulated the spec received from the supplier and Cllr Heard agreed to contact the supplier.
- Parish Council election paperwork – clerk has circulated the necessary paperwork to all councillors and offered to collect and submit the paperwork on behalf of the councillors.
220310 Potential use of debit card
Response from YLCA regarding potential use of debit card – Yes, this can be done, with the proviso that there be a spending limit and an authorisation by at least 2 parish councillors. Action clerk to circulate the YLCA example of a credit card policy to councillors.
220311. Correspondence received

220312. Village Hall
Report from Cllr Spurrier re Village Hall matters. VHC and SSC are working together jointly. New committee elected and reported as having healthy finances. 27th March will be a village clean up with equipment provided by SDC. Possibility of an Easter event with planning in hand for the Jubilee event.

220317. May 2022 elections
As not all current councillors will be standing for re-election all councillors to canvass potential interest amongst local residents.
220318 – Clerk’s salary
Council resolved to implement with immediate effect the recently agreed national salary award from 1 April 2021 including 12 months’ back pay.
