240308. To receive reports from:
1. County and District Councillors –
Update from Cllr Poskitt. Confirmed that she is still willing to donate between £2500-3000 for the VAS signage.
Cllr Poskitt to forward on her contact for installation and supply of the signs.
Village Hall – Cllr Poskitt has made contact with Mark Butler (Director Sam Smiths Old Brewery) and had a very positive meeting, reinforcing the positive efforts made by the VHC.
Cllr Poskitt has received complaints regarding cannon noise/bird scarer.
Cllr Poskitt has also been contacted by a MOP regarding costs of internment of ashes at Tadcaster cemetery – see clerk’s report below.
2. Any other representatives – Police, CEF etc.. None present. PC Wood has sent a copy of his crime report for the area and this has been circulated to the council.
240309– Planning
Notice of landowner deposit under section 31(6) of the Highways Act 1980 and section 15A(1) of the Commons Act 2006 Form CA17 – Application Ref CA16 029. Application by Princeton Estates and signage erected.

Underpass Lighting – update from clerk. See note below regarding recent graffiti.
HSBC bank transfer authorised by the council to go ahead.
VAT claiming back for work done on behalf of the village hall. Council discussed and resolved that we can claim back this VAT.
Brant Lane – Cllr Grayson provided an NYC map showing where the bridle way begins and ends. Cllr Poskitt to investigate further.
Garnett Lane – Cllr Poskitt has been informed that the 30 mph signs will be installed by end of April 2024.
Old London Road Quarry Application No NY/2018/0009/FUL – clerk to refer to letter of 27/10/2023 when contacting Sam Till.
Website Upgrade – update from Cllr Heard. Cllrs Spurrier and Kent have volunteered to take on the training.

Red Nose Day/Comic Relief requesting use of the Village Hall
Communication from a resident querying cost of an ashes interment in Tadcaster cemetery. A resident has complained about the cost of internment of ashes in Tadcaster Cemetery – much more expensive due to having a Stutton postcode. In previous years, the parish council paid a fee to enable Stutton residents to use the cemetery. After a meeting in 2015 and a calculation of the costs, it was resolved not to continue paying the fee. Cllr Poskitt is going to raise the issue with Tadcaster Town Council.
240312. Village Hall Update
Cllr Spurrier and the Parish Council formally thanked Cllr Poskitt and Mike Grayson for their help and hard work in promoting the village hall and gaining funding.
Village Hall Update
Finance: The financial position of the VH is very much improved by the Grants that have been secured, due to the hard work of Mike Grayson.
The financial position at the last VH meeting in February reported a balance of £21, 465.84, which includes a successful grant application of £10,000 from the National Lottery.
Additional successful grants now include an award £47052.00 from one of the grant applications bringing the total grants awarded to date to over £75000. It is hoped a further grant of £26,000 will be successful and if all grants are successful this will meet the full refurbishment costs of £135000.00.
Refurbishment Plans: There are a number of significant issues which have been identified linked to the structure of the hall, which, if unresolved, will limit the ability to use the hall in the medium to longer term future. These include:
• The asbestos cement sheet roof, which offers no insulation and is expensive and difficult to repair.
• The structure outside has lost rendering in places exposing the iron framework within it. This framework is now rusting and needs treating and recovering. The gable on the north side has cracks in it which is letting in water. The wooden gable on the south side is rotten.
• The floor is now uneven and has holes in, it also sweats when the hall is in use.
• The interior envelope has cracks opening and has no insulation in the cavity.
• The toilet area is cramped and inadequate, it has old sanitary wear, and the plumbing constantly causes issues.
• Outside the steps and paths are broken, uneven and require repair.
• Heating is expensive to run, it must be on constantly when the Hall is occupied, but due to the lack of insulation throughout the heating is inefficient.
To rectify these issues will take the entirety of the grant awards. Because of the time limited nature of using the grant awards we need to move quickly, once permission has been granted by the Brewery, to action this work.
Because of the nature of the VH lease, communication with the Brewery will need to be via the PC.
We would like to formally record our thanks to Cllr Kirsty Poskitt for facilitating the communication and contact with SSOB.
Due to the need for swift communications and action, the meeting resolved to place ongoing actions and decisions with Cllr Spurrier, as PC VH representative, and he will report progress to each PC. meeting.
Events: Tuesday socials have become a regular well attended event and through voluntary donations are making valuable contributions to the ongoing upkeep of the VH.
The second Tourism York talk night was held on 28 February and was well attended – more talk nights are planned.
Due to the closure of the pub, the Sunday night quiz is now being held at the VH and appears to have helped keep all the quiz teams engaged and competing. Feedback on the new arrangements is positive.
Red Nose Day – Mollie King was cycling from London to Hull and VH & social committee were asked to host her on her last day for breakfast. We were able to provide breakfast for her and her crew and she gave a photo opportunity for Stingrays and some of the children from the village who turned up to welcome her and cheer her on her way. Mollie and the crew were very grateful for the hospitality shown to them and some money was raised on the day (thanks go to Cllr Kent for his cycling and collecting skills) for the red Nose appeal.

Big Lunch planned for the weekend of 1 & 2 June
Village mini Olympics – BBQ Saturday 31 August
The next VH & SSC meeting is 21 March 2024.
