Meeting 6 of 2014/2015. Minutes of the Ordinary Meeting of Stutton cum Hazlewood Parish Council held at 19.55 hrs on Thursday 13th November 2014 at Stutton Village Hall

The Chairman asked Mr.Grayson if he wished to address the Council prior to the commencement of the meeting.
Mr Grayson stated that he wished to update the Parish Council with regard to the current position relating to St Aidan’s Church. Mr Grayson advised that planning approval had been granted for the construction of a new dwelling on this site, in line with the application recorded under MOM 10 July 2014 item 14034.1.
Mr Grayson outlined events at the planning meeting approving this application, stating that the planning consultant engaged to form an objection had in his opinion put forward a strong case, but the Church put forward support for their application and considered the usage of the building had been overstated, (a point which Mr. Grayson disputed). Mr Grayson advised that an application relating to community development was in place which would give the village (with potential support from the Parish Council) a six month period to raise funding to consider a bid for the purchase of the site.
Chairman advised that she would prepare a restructured letter, in line with recent developments, to the Archbishop of York, Bishop of Selby and other relevant parties, with an invitation to visit the Church site.

14071 MINUTES OF PREVIOUS MEETINGS – The minutes of the Ordinary Parish Council Mmeeting held 9th October 2014 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes were accepted.
14072 PROGRESS REPORTS – No reports this month.
14073 VILLAGE HALL AND GROUNDS – The Parish Council have been overseeing the running and administration of the Village Hall for many years, due to the reluctance and absence of volunteers to run the former Village Hall Committee. Clerk previously advised that time required to undertake the associated administration and accounting work was additional to the duties included in the original scope of the Clerk’s role, and was now resulting in a potential for the Clerk’s duties to the Parish Council being neglected, and that the Clerk was no longer willing to administer the Village Hall. Parish Council agreed to consider the offer kind of Cllr Arrons to undertake these duties but that a formal handover and agreement would be required with some form of remuneration to be considered, utilising funds from the Village Hall account. Clerk to draft scope of work details, review with Cllr Arrons and present to Parish Council for consideration/approval at the next meeting.

14074.3 Audit/Review of half year accounts – Clerk again provided spreadsheet for Budget Review/ discussion by Parish Council with additional monies included covering second half of precept payment and funds in reserve account – Parish Council again confirmed limited funds restricted development of any new projects over the next year.
14075 PLANNING: – .
14075.1 The following Planning Application was discussed – Re-submission of 2 storey rear extension with balcony, to form ground floor reception room with first floor study room and glass porch -14 Mill Lane Stutton .
No observations, providing the application complies with the requirements of the Village Design statement.
14076 PARISH COUNCIL WEBSITE – No actions to discuss this month
14077 CHURCH – Parish Council agreed that details for this item to be as recorded above, under discussion prior to meeting .
14078 Housing Needs Survey for Stutton cum Hazlewood Parish – Parish Council noted Rural Housing Enabler’s Department (SDC) have instigated, issued and distributed this Survey
14079 UNDERPASS LIGHTING – Parish Council will discuss new agreement as proposed by Northern Powergrid following clarifications with Highways as to all responsibilities re underpass. Clerk to arrange meeting.
14080 GRASS CUTTING – Parish Council reviewed details under Letter from NYCC re changes to highway grass cutting service – limiting cutting to what they consider to meet the needs of safety requirements only. Parish Council noted that the areas they have agreed to cut have reduced from 860m2 down to 43m2, leaving only 3 very small areas to be cut. Parish Council to write to NYCC (as per their request) with any major concerns, requesting the junction between Brant Lane, Malt Kiln Terrance and Fanny Lane also be cut. Clerk to contact SDC to ascertain which areas they cut and frequency, with Councillor Wrigglesworth continuing to review areas and methods of cut with potential tenderers.
