231101. Welcome
Chairman welcomed councillors and visitors to the meeting; and reminded visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
231102. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. Cllr Grayson and Cllr Poskitt sent apologies and the council resolved to accept the apologies for the reasons given.
231103. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). None declared.
231104. Minutes of previous meeting
Councillors to discuss and resolve whether to accept the 12 October minutes as an accurate record of the meeting.
Chairman to sign the minutes if accepted. Resolved to accept.The Chairman signed the minutes as accepted.
231105. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors.
MOP requested an update on the memorial plaque for a former resident. Cllr Spurrier to retrieve the details and to take it forward.
MOP raised concerns over lack of updating on the current website.
MOP requested that the council obtain an up to date electoral register.
Blocked drains at Beechtree crossroads, Church Lane, Maltkin Terrace. Action clerk to contact Highways and refer to Cllr Poskitt.
231106. Administrative Matters
Resignation of Cllr D Mackay and Co-option of Mr D Kent. The council discussed the resignation of Cllr Mackay and resolved to send him a letter of thanks for all his work.
Paediatric pads now purchased and in place
Old London Road Quarry – update by clerk. The applicants now have an extension until Feb 2024.
Hedge Trimming at empty bungalow – update from Cllr Poskitt and Clerk as to current situation. Clerk has provided details to Cllr Poskitt who will in turn send on to Highways. Clerk has also written to the occupant at the address provided by Cllr Grayson.
Brant Lane – potential issues with the onset of winter. MOP discussed how maps seem to indicate that Brant Lane is not entirely a Bridle Way. Council resolved to investigate with Highways.
Tree on Moor Lane – Cllr Spurrier has provided the what 3 words and clerk to report on the NYC website.Also to report the 3 dead trees,

Clerk requested authorisation from the council to investigate alternative banking providers as the local branch in Wetherby has now closed. Council resolved to authorise this and for the clerk to report back at the next meeting.

Council discussed and resolved to apply for a precept of £9575.

ZG2023/0993/HPA- Demolition of conservatory and single storey rear extension, conversion of
existing garage and construction of a single garage (retrospective)
LOCATION: Cherry Tree Cottage, Church Lane, Stutton
Council discussed the application and resolved the following observations, it appears to comply with local plan and no observations.

231110 – Matters ongoing
Underpass Lighting – ongoing. Clerk to contact Npower to change contact details and to confirm charges.
Grafitti – council resolved to ask Mr Tillett to clean the paint off and to clear the drains.
Website Upgrade – Cllr Heard is converting the files to pdfs and is almost at the point of making the website live.Cllrs Heard and Spurrier to attend the training in the New Year.
Clerk’s IT equipment – New laptop purchased. Cllr Heard proposed that we purchase Microsoft 365, council resolved to purchase the package at a cost of £80.

231112. Village Hall Update
Cllr Spurrier reported as follows on Village Hall matters:

VH use continues to tick along and is slowly building up.
Events
In terms of events, the first talk night on 25th October was a success, 46 attendees, good positive
feedback, the entrance, food and bar raised just under £200
The Tuesday club is still well attended, £200 deposited from donations between beginning August
and the end of October. This helps with costs but most importantly it’s not about the money it is
about the community engagement and support being offered.
Looking forward:
There will be a Remembrance Sunday gathering at the memorial stone at the VH on Sunday 12
November. Tea and coffee will be available from 10:45 and after 11:00 following the wreath laying.
Three more talk nights are planned for 23rd November, 24th January and 28th February 24
The Christmas Event is planned for 10th December. Same format, subcommittee planning meeting
nearer the time.
A New Year’s Eve party is under consideration and will be held if there is enough support for it from
the community. It will be Black tie/lounge suite event and there will be early advertising.
20 January 23 In the afternoon there will be a “lifesaving” session with tuition on use of the
defibrillator and essential CPR guidance.
Finance
There hasn’t been a finance update since the last PC meeting
Grants
We are still chasing British Gypsum for their rep to visit the VH and discuss the support they can
offer in terms of materials. There is a national Lottery grant application outstanding, which we hope
to hear the results of next week, and new application for a N Yorkshire grant will be submitted next
week
Cllr Catt queried whether there are any upcoming Social Committee events.
