Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at
19.30 hrs on Thursday, 10th October 2013 at Stutton Village Hall

13093 APOLOGIES – None
13094 DECLARATIONS OF INTEREST – Cllr Birchall declared a prejudicial interest in relation to item 13099.1 a.
13095 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary and extra ordinary Parish Council meetings held 12th and 25th September 2013 having been read, were signed as a true record.
13096 PROGRESS REPORTS –

13097 VILLAGE HALL AND GROUNDS –
Mrs Smith (Playgroup) reported a fault with the boiler, and later in the month a leak to supply
Pipe that caused water to flood on the floor (Clean up by Playgroup staff). Playgroup reported both issues and as per lease agreement called in a local plumber to undertake the repairs. Clerk to thank playgroup for organisation and assistance re above.

13098.3 YEAR END ACCOUNTS AND AUDIT. Item raised by Internal Auditor now actioned, with Chairman signing Code of Conduct of the Standing Orders, amended to include a paragraph dealing with Parish Councillors actions in relation to any disclosable pecuniary interest.
13098.4 Completed external audit return now placed on Parish Council Notice board for statutory 14-day period.
13098.5 Budget 2012/2013. Clerk presented interim update Summary of Receipts and Payments September 2013 to enable Parish Council to discuss any forthcoming requirements in line with the budget, and also consider requirement for precept for 2014/15. Summary of Receipts and Payments to September 2013 for Village Hall also reviewed, with chairman to examine both sets of accounts prior to signature. Parish Council agreed that R& P and budget reports to be under “Excel” spreadsheets, with hand written ledger to be suspended.
13099 PLANNING–
13099.1 The following applications (2) were discussed: –
- Single storey car port with extension to side and rear, porch to front, and loft Conversion – 22 Manor Road, Stutton, Tadcaster.
Having declared a prejudicial interest in relation to this item, Cllr Birchall left the room and returned to the meeting prior to the commencement of item 13099.1b
The Parish Council stated that the hanging tiles to the dormer extension were not in keeping with materials used in other dwellings, and along with the rear facade produced to the upper level of the extension, were not compatible to the requirements under the village design statement. The Parish Council had no observations in relation to the ground floor alterations under this application.

Parish Council reviewed the above application and requested Clerk to ask the Planning officer what are the sustainable features included in this development and also to see samples of the materials to be used in this development i.e. Brick, Stone and Tiles.
13099.2 Action: To note the following granted planning decisions: –
- Erection of a first floor extension above Garage, single storey link extension and single storey extension to rear – 100 acre Wood, Hill Top Close, Stutton. – Granted, with condition that roof lights located in Southern elevation to be fitted with obscure glazing for the remainder of the lifetime of the development
2. Erection of 2 No. Stone gate posts to match existing Stone gate post – Holly Tree, Church Lane, Stutton – Granted
13100 PARISH COUNCIL WEBSITE –Email received re website from “Names” – re domain/hosting, requesting fees for their services. Cllr Heard stated that he would investigate and progress development of systems.
13101 HEDGE AT BEECH TREE CROSSROADS – JUNCTION Chairman to meet Traffic Management Control Engineer (north yorks) to discuss crossing problems as recorded under previous meetings.
13102 FENCING AROUND BEECH TREE – to be discussed with Traffic Management Control Engineer (north yorks) as above
13103 20-MILE PER HOUR SPEED LIMIT WITHIN VILLAGE- to be discussed with Traffic Management Control Engineer (north yorks) as above
13104 BUS SERVICES- National Questionnaire re reduction in Bus Services – Clerk to contact adjacent Parish Councils in villages located on the same line as the Stutton bus service. Clerk to ascertain their views with regard to the proposed limited sporadic service, and ascertain if respective councillors can liase and review possible response/action.
