The chairman welcomed councillors to the meeting.

181004. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. The clerk reported apologies from Mrs Pauline Hogg.
181005. Minutes of previous meeting
- Councillors discussed and resolved to accept the 6th September minutes as an accurate record of the meeting.
- The Chairman signed the minutes as accepted.
181006. Receive reports from

- SD Councillor -Cllr Metcalfe reported on changes to local government and possible budget changes
- Any other representatives – Police, CEF etc – none present

No progress on the 20’s plenty campaign reported due to work commitments.
Use of telephone box – suggestion received for it to be used as a local information point, but no other suggestions yet reported to the clerk. To review at the next meeting.

181008. Planning
Applications received: Council to discuss and resolve comments on any applications received
Application for the Hawthorns, Church Lane 2018/1064/DOC. Concerns raised by MOP as building work has already commenced. The clerk reported that the matter had been reported to SDC and that our concerns have been passed on to the enforcement team.
Decisions made – i) Low Park, Chantry Lane – refused, ii) proposed single storey rear/side extension following demolition of existing garage at 12 Mill Lane – permitted
Quarry application – still under consideration by NYCC.
The clerk confirmed that the further comments and objections had been sent re the appeal relating to 17 Mill Lane.
181009. Update on action points from last meeting
Clerk:
- internal audit – documents circulated. Action Chairman to post on the parish website.
- report from Pauline Hogg re. wildflowers. Pauline wasn’t able to attend the meeting. The CEF are prepared to fund 50% of the costs with a recommendation that the parish council fund the other 50%. it was discussed that the parish council had already provided funds of £1250 with an undertaking to be reimbursed by £500.
- ownership of the underpass – ongoing
- broken fence – confirmed by Highways that this is the responsibility of the landowner
- Register of assets – a 2015 version has been located and will form the basis of a new and updated version.
- Insurance – the clerk reported on progress and it was noted that this is a matter of priority due to the public liability concerns.
- GDPR policy – discuss with standing orders
- Clerk’s contract -see part 2
- Dangerous road and “near misses”. The clerk had circulated the comments from Highways.
- Quarry application – nothing to report as present time.
- Application to reduce speed limit on Garnet lane – the clerk reported that this has been done but no response as yet.
Councillors
Cllr Birchall – bank transfer. Cllr Birchall reported that this has been done but will follow up as an incorrect amount was apparently transferred.
Cllr Spurrier to contact the contractor regarding grass cutting contract. – Resolved to discuss the 2019 contract at November meeting.
Cllr Spurrier – investigation into the purchase of a new bench – Cllr Spurrier reported on his findings and it was resolved to do additional research, possibly source with National Trust.
Cllr Wrigglesworth – feedback on enquiries for a new play area – discussed how the same piece of land had been identified in 1997 as a potential play area. Further discussion made it clear that the suggested piece of land was unsuitable for this purpose. The council resolved to not take it further although they remain open to any suggestions from residents.
All – removal of derelict bench – done
All – update on affordable housing – Cllr Metcalfe reported on progress. The council resolved that there was no further action that could be taken at this present time.
181010. Review of Standing orders – progress report.
Action clerk to send the relevant GDPR documents. Resolved to agree the amendments to the financial regulations.
The GDPR documents to be discussed fully at the next meeting when councillors have had the opportunity to consider them.
181011. Correspondence received.
Invitation to Mayor’s charity Christmas Ball
Publicity regarding the stop and search initiative re. flytipping
Changed provider of bus service 492, 493, 494 to NYCC with effect from 22/10/18. Cllr Metcalfe reported that the X70 services is due to be cancelled. It was resolved that Cllr Birchall discuss this with his earlier contact and seek an improvement to the local service.

181013. Village Hall
Report: From Cllr Heard re Village Hall matters . No meetings have been held since the last parish council meeting, however it was reported that the treasurer had resigned from the committee. There was a discussion regarding disabled access to the Village Hall. The landowner is open to suggestions regarding this but was reported to have ruled out the obvious level access via the pub car park.
181014. Archive materials from Sally Loaring – councillors had met to assess the materials. Action Cllr Kent to bring the relevant materials to the next meeting
181015. Councillors’ Forum
a}To take any urgent points of community interest and/or concern from councillors.
Discussion took place regarding plans for commemoration of the end of the first world war.
Request from the Stutton Social Committee for a contribution towards the Village 5 November Bonfire. It was resolved to send a cheque for £100 to Stutton Social Committee.
