190921. Welcome
Vice Chairman welcomed councillors and the member of the public to the meeting.
190922. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the room for the relevant item(s) – none declared.
190923. Public Forum
To receive comments on agenda items and matters of community interest from electors’ present. For information only; clerk to note comments; no discussion between councillors and electors – no comments made.
190924. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons -Apologies received from Cllr Birchall which the council resolved to accept.
190925.Minutes of previous meeting
The minutes of the 5th September 2019 ordinary meeting will be considered at the October meeting of the Council.
190926. RFO’s report on payments to be made
Payments to be made at this meeting:
i) G. Kitchen September salary, £193.37 cheque no. 000920
ii) Autela £59.50 cheque no. 000919
iii) HMRC 145.20 cheque no. 000918
Council resolved to make the payments.
190927. Planning
Applications received: Council to discuss and resolve comments on any applications received.
2019/0833/FUL, Proposed demolition of existing bungalow and construction of 3no. new-build dwellings at Cranton, Church Crescent, Stutton.
The council discussed their previous observations and the reasons that SDC had rejected the original planning application. The revised application has several discrepancies which were discussed:
Claim that all the houses have shared driveways – not true.
No material difference in the volume of housing.
No Community centre within the village.
No Playgroup in the village.
Although regular, the bus service is not frequent.
Issues with the plans for parking.
2019/0776/FUL, Proposed erection of a barn to store machinery and implements at White Smithy Farm.
The application was discussed and it was resolved that the council had no observations to make.
Wilkinson Terrace
The MOP and councillor raised the discharge of conditions regarding 11 Wilkinson Terrace and the applicant appears to be cladding the building in brick rather than the original wooden materials. Action clerk to check with SDC planning in order for the application to be considered and to add to the agenda for the next meeting.
Response following discussion of planning issues with Head of Planning. Action clerk to chase up Martin Grainger regarding response. Cllr Lee to contact also expressing concerns over non-response.
