180701. Welcome
The Chairman welcomed councillors and visitors to the meeting; he reminded visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress.
180702. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the room for the relevant item(s).
Cllr Wrigglesworth declared an interest in the planning application for Wilkinson Terrace. It was agreed that he would leave the meeting prior to the discussion of the planning application.

180705. Minutes of previous meeting
- Councillors discussed and resolved to accept the amended 12th July minutes as an accurate record of the meeting.

180706. Planning.
Additional discussion of the following: Planning application: 2018/0196/FUL – Proposed erection of new lodge dwelling – 11 Wilkinson Terrace, Stutton.
The Chairman requested a summary of the planning application from the applicant’s representative. The applicant confirmed that she had notified all her neighbours of her proposed application, SDC have posted notices of the proposal but have not sent out letters as is the usual practice. The clerk confirmed that she had not received any letters of support or objection to the proposal. The applicant reiterated that it was personal circumstances which had necessitated the proposal and that they had planned it to blend in with its immediate surroundings. The parish council reiterated its concerns that the proposed construction did not comply with the Village Design Statement in that, nowhere in the VDS was the proposed structure identified as an appropriate structure or material in any of the phases of the village and was therefore not in keeping with existing buildings.
The status of the VDS was restated in that it has a legal status in terms of planning and the Local Development Framework and so in considering plans Selby must consider a number of factors including:
– effect on character of the area;
– standard of layout, design and materials in relation to the surroundings; and
– the extent to which the needs of disabled have been considered.
This last point is only one of a number of factors so is not a determining factor for consideration.
The meeting was reminded that it was expected that developers/architects refer to the VDS and if this isn’t the case planning refusal is likely to result.
The Parish Council confirmed its objections to the proposal on these grounds. The SDC planning officer stated that she was mindful that only the parish council had commented and were objecting to the proposal. The Parish Council recognised the personal difficulties of the applicant and several alternatives were discussed, these included: rental of a property on Wilkinson Terrace, parking of a mobile home on the site and construction of a ‘brick built’ property in keeping with the area. The planning officer indicated that she would be making a decision as a matter of urgency and thanked all present for the opportunity to meet with them.
